How to synchronize one folder with files with many folders over 1000?

There is an application in the APP folder.
There are application clients who deploy a folder with the tenant_n application from the APP folder (more than 1000) on the server.
Which tools can be used to synchronize.
For example, when updating application files in the APP folder, synchronization was started and the changed files were overwritten in all terant_n folders.
Can this be done with Rsync?
