Through services like DynDNS and No-IP.
The main thing is not to confuse dynamic with white IP.
There is only one normal way - to buy a white IP from the provider.
There are crutches of the form - to buy a VPS and set up a tunnel with port forwarding, but it makes no sense, since it's easier to buy a white IP.
I use DDNS to access the router via the Internet. Well, to access port 80, you need to set a static IP for the raspberry (for example, 10.10.10.10) and in the router forward from external port 80 to a static IP with port 80.
Internet => router: 80 => 10.10.10.10: 80
1. Buy a white IP address service from the provider
2. Delegate the domain to Yandex servers via Yandex.connect (you will manage the DNS domain in this way)
3. Register your IP cname record in the DNS of the domain server on Yandex. Everything is described in more detail there in Yandex Connect, but it will take you a little time to understand.
PS DNS registrar will not help you
