How to synchronize files between folders based on their names?

There is an algorithm for organizing and storing the music collection:

1. New music goes to the "Inbox Music" folder
2. After the album is listened to, it is either deleted or transferred to the "Discography" folder. This folder serves as an intermediate location. When it fills up, I rearrange the albums into sub-folders in the main "Music" folder.

The paradox is that it's too lazy to immediately move albums to the right folder with discography, and when the "To discography" folder is full, your eyes are afraid to start distributing files :) After all, this is a rather laborious task. You need to enter the name of the artist in the search to understand where to move the albums.

I want to ask if there is such a program for synchronizing files,

I tried File Juggler, FreeFileSync, and something else, I don't remember anymore. But all these programs can move files to a given folder, but I need this scenario:

1. If the folder name is "Artist - album name - year" - check if there is a folder called "Artist" in the given folder "Music".

+ If available: move/copy the album.
- If not: read the tags and place in the folder with the genre specified in the tags.

The "if not" option can be simplified: I can create folders in the "to discography" folder by genre, as they are stored in the "Music" folder and set up individual scripts "sync between these folders".

This option can be used in any program for synchronization. But I would not ask this question, if not for one thing: when the program synchronizes folders, then in the "Music" receiver folder it is scattered within the genre, but not the sub-genre and the artist's root folder. What I mean?

- an album with the name of the folder "Artist - album name - year" got into the "Discography - Genre" folder. But in the Music folder it syncs with, there's another folder with that artist's name. She is most commonly referred to as "artist name". There are already albums in this folder.

I need the folder to go directly to the root "artist name". Otherwise, it will turn out that you will have to manually transfer folders to the root directory.
Fily Juggle can do this, set up a filter there, but it does it within the same "Music" folder and does not understand how to place this album in a folder with the appropriate genre.

Or maybe he does, I just couldn't figure it out.
Can you please tell me if there is such a program for my algorithm?
