How to switch to winter time in older Mac OS?

There are older versions of Mac OS (10.6-10.8) for which, apparently, Apple is not going to release time zone updates. Because of this, for example, mail programs incorrectly show the time in incoming letters. How can this problem be overcome without updating the OS?
