How to study networks to live well?

Good afternoon!
In connection with the latest events in RuNet, my paranoia played out in earnest and it was decided to read about computer networks. I read a lot of answers, everywhere they advise to decide on the tasks.
I can formulate my tasks as follows:
- Do not be left without the resources that interest me, despite the blocking.
- Always know everything about who, how and when can or cannot watch my traffic, in what form.
- Keep the secret of personal correspondence and pirate with peace of mind, without fear of every rustle.
From the background there is web development, a little system programming, some neural networks and python, but as for networks, it's a complete hole.
Many places advise Tanenbaum, Oliferov. - pros and cons? Is it worth reading so many letters without practice?
They also advise certificates, like CEH, which stops only paid fees and not complete clarity with the search for materials. What can you advise?

The best start - networks for the smallest. Then you will already be guided in terms and will be able to independently determine in which direction to dig.

Olifer, Tanenbaum. And also articles on the Internet and on Habré in particular.

In my opinion, the best one on the subject is Stevens, https://coollib.com/b/291254. I also read at one time "Programming Combat Software for Linux" - it doesn’t pull on completeness, but some ideas can bring, and both require knowledge of C.

I recommend starting with this: link . Good webinar, the author sensibly talks. And then you can read serious books, if the interest remains.
