What is the best way to implement VPN with access to Tor/I2P/OpenNIC?

In general, in connection with the latest news, I decided to take care of my own VPN.
From wishlist.
1. Traffic obfuscation so that the provider cannot determine that a VPN is being used.
2. Access to Tor/I2P/OpenNIC networks.
3. Minimum loss in speed.

Haven't found any solutions yet. Now I'm looking towards shadowsocks + cloak, but suddenly someone has better ideas.
