How to stream ip-camera for browser?

There is an ip-camera that produces an MPEG-4 stream (vido.mp4) via http and rtsp.
And there is a server (ubuntu server) that should receive this stream, convert it to the desired format and give it to web clients.
1) What is the best format to use for broadcasting to the browser? The task is more likely to be in better performance, as it will open on weak devices (Chrome / Chromium is installed on all clients)
2) What console programs can be used to implement such a server?
