How to stream from a Windows server?

Hello, there is a server on Windows 10 (not windows server for personal reasons).
Server:
Intel® Xeon® E5-2620v3, E5-2630v4
4 cores
8GB RAM
300GB ssd
200Mbps.
In theory, it’s enough for me to stream just existing files, I was told that even a server for $ 5 is enough for this. You need to stream on YouTube. Do not offer OBS, it lags terribly when broadcasting video at an average resolution of 30 fps .. I would like it to be in high resolution with normal resolution, after all, I simply broadcast READY files.

Try VLC ... and it's better that the files are in the right format right away, then there will be no recoding.
It's strange that OBS lags, with such hardware
