How to start using adwords if you specified the wrong currency during registration?

Hi all!
I have a fixed bundle of admob+adsense+adwords services.
When registering in adwords, I made a mistake with the currency and, now, I cannot select Russia in the list of countries for money transfer.
I need Adwords to order ads for my mobile app.
In adwords technical support, I was offered to re-create adwords, indicating the desired currency.
But if this is done, then access to the current admob account is lost, since when registering, admob is rigidly tied to the adwords service forever. And I need the current admob account and I can't refuse it.
So far I see two options for solving the problem:
1) create a separate google account with a bunch of admob + adsense + adwords to display ads. However, create another adsense accountGoogle policy prohibits .
2) Since there is no Russia in the drop-down list of adwords countries, then select another country with which you can transfer adwords money to display ads.
Which country should I choose and how to transfer money to the adwords service (Russia is no longer available)?
