How to start the computer after shutdown?

There is an idea to assemble a server computer from a used PC in a country house.
There happens to be a power outage, what is the best way to organize a computer autostart?
Will Wake on LAN cope with this task? Or is it better to fork out for a server PSU?
How to control computer freezes if it freezes tightly?

For autostart: in the BIOS of many motherboards, it is possible to select a mode in which the power will be turned on at ANY power supply, regardless of whether the computer was “turned on” the last time

AC_POWER_LOSS or a similar option: POWER_ON to always turn on, LAST_STATE to turn on only if it was turned on before. and Freezes
- nothing to control except for some smart socket that will break the phase if there is no ping from a computer on the local network. In general, freezes mean hardware problems and should be fixed.

There are several ways in the BIOS to automatically turn on the computer.
By the clock, Wake on LAN, when you turn on the external power - choose any.

And you can auto-restart when it freezes, you can perform usb whatchdog (google the first link to Ali, it may make sense to read the miners' forums, for them this is a popular topic)
