How to start a partnership with existing odesk companies?

Interested in subcontracting orders from them. Went through a bunch of people already. Someone now does not have many projects, but someone manages on their own. There are people who write that they are interested, but in fact I haven’t seen any projects from them yet. I wanted to know how best to find companies that can really subcontract projects and more than one per year. Perhaps you know such companies or how to find them?

Join an agency, and after that they will be able to subcontract projects to you, again, if you are not just a freelancer, it makes sense to work with you, it turns out you are just a layer.
