How to start a company in apple search ads?

I set up a company, linked a card for payment, but the company status still says "Campaign on hold". I choose Activate, save it, but "Campaign on hold" still remains. What could be the reason?

Got a response from tech support. The problem is that I created a company for Switzerland, and shows in this country will only be available from October 17th.
