if I understand correctly, it sags 12 volts when starting the engine, from this the inverter for 220 plugged into the cigarette lighter gives out not 220?

In some cars, the power from the cigarette lighter is turned off at the time of start. This is done intentionally, unnecessary consumers are turned off. So the capacitor won't help.
