How to split speed on ONT?

Hi everyone. There is an ONT Eltex NTP-RG-1402G-W at home, provider Rostelecom.
The question is whether it is possible to share the speed between clients on it, for example, on a laptop, the download will go without restrictions, and on a tablet that has connected, it will wake up to a threshold. I did not find anything on this device.
Incoming speed up to 8 Mbps.
Maybe there are other options.
