How to speed up GIMP on Intel i7?

There are two PCs. 2012 i3, with 8 GB of memory, SSD 60. And 2018 i7 16 GB of memory and the same 60 GB SSD.
Archlinux OS with the latest updates. GIMP is the same version. On a more powerful PC, gimp is very slow. This is mainly noticeable when rotating, scaling, blur. Tried different versions of Gimp since the fall of 18
For comparison. Photo 5472*3648 px 6.2 Mb. On a weak PC, a rotation of 5 degrees occurs in less than 1 second, on a powerful one about 6 seconds. All other operations are about the same difference.
At the same time, there are no brakes with the rest of the software. Blender on i7 render about 3-4 times faster.
What could be the problem?
