How to speed up 1C?

Problem: 1C works slowly, freezes, loads items for a long time, etc.
There is a 1C enterprise 8.3 x32, on it the file bases are on average 5-7 GB, the bases and the 1C platform are on ssd.
3-4 users work with 1C by connecting to the server via rdp.
RAM 16 GB
Proc 4 cores with a frequency of 3.40 GHz.
CPU utilization does not exceed 70%, average is 47%
All 4 cores are working at maximum mode
Processor queue average 3-4
Average disk queue length 0.023
RAM ppm average from 201,401 - 409,150

It says here that in case of exceeding the exchange of pages, the RAM is over 20, you should increase the RAM https://its.1c.ru/db/metod8dev#content:2923:hdoc
But I have an x32 platform (maximum 1.5 -2 GB of RAM), and transferring to the x64 platform is not an option (not all of the trading equipment supports x64)

What are the options?
Transfer databases to MS SQL?
Or are there other ways?

1. understand what kind of configuration
2. disable background tasks in it, different regulations
3. switch to a thin client.

If the config supports managed forms (UT11, BP3, etc.) and 3 users, then you can deploy the "Standalone Server" 1C x64. Thin clients connect via web.
