How to solve this problem with installing Debian instead of Windows?
I downloaded iso (debian-10.9.0-amd64-netinst.iso), ran setup.exe from it, in the installation wizard it was suggested to restart the PC to continue the installation. Restarted, entered the password, the selection window (step 1) of the OS - Windows or "Debian GNU / Linux - continue the installation process" appeared. I chose the second one (step 2) and got the error "Failed to start Windows. This may have happened due to a recent hardware or software configuration change." Pressing enter or esc (going to bios "UEFI firmware settings") - there is no result, again I return to the error "failed to start ...". At the point, it seems "advanced options" (step 1) chose to run Debian by default.

It's hard to understand what happened to you.
With a high probability, your windows did not start in UEFI mode, but for some reason linux began to start from this mode, but you can normally set the EFI boot menu only if you booted from EFI mode.
Those. Either continue to boot in legacy bios mode, or restart windows in efi mode and re-run the installer, but I don't recommend installing linux from windows in principle.
It is better to write the bootable installer iso image to usb flash / cdrom (there are many options to choose from, I recommend unetbootin) and start the
ps installation from it, I strongly recommend that beginners start not with debian, but with ubuntu / kubuntu / xubuntu, in fact it is the same but by the community more polished in such situations.
