A domain is needed, it looks like you don't have a domain on the network, so an error pops up. Since the 2012th server, EMNIP needs AD for a full-fledged RDSH. In 2012R2 there was an option to install a separate RDSH server with full stuffing, in 2016 they could cut out such an opportunity.

It is necessary to specify in the policies which server will be the licensing server.
gpedit.msc. Computer Configuration, Administrative Templates, Windows Components, Remote Desktop Services, Remote Desktop Session Host, Licensing.
1. Use the specified Remote Desktop Licensing Servers. Enabled. It's the name of the computer.
2. Set the remote desktop licensing mode. Enabled. Select according to license.
