How to solve the problem with stream decoding?

I want to use the Playkey service because I have a rather old PC. Its essence is that games are launched on the server, only commands are sent from the client, and a video stream (stream) with the game comes in response. But while using the demo, I discovered a problem that is most likely related to my hardware. The essence of the problem is that the video stream is poorly displayed, or rather, it becomes smeared and pixelated. This is typical for places in which there is a lot of dynamics and a quick change of personnel. I want to note that there seems to be no problems with the Internet - and the ping is mostly normal, and absolutely nothing hangs, the only problem is that the picture becomes very fuzzy (most often during running and battles, but during dialogues everything is perfect and the most important thing is that the content is smeared in the game, but the interface remains intact). I also want to note that I have exactly the same problem if I turn on YouTube streaming. How can I solve this problem? I'm attaching screenshots below.
PS My graphics card is GeForce 9600 GT, latest driver installed.

This is most likely due to the bandwidth of the channel, even on the PLaykey website there is a corresponding article . Width/latencies/losses?
