How to solve the problem with full screen application layers?

It is difficult to come up with a more precise essence of the question.
There is a bug. Examples of programs can be any, the reason is not in the program, but in the windows.
Let's say a certain number of programs are running (the number has no role) in fullscreen. We launch some game in fullscreen and if you minimize / exit or move the cursor to the second monitor, then applications running in fullscreen become "transparent". That is, the window itself is open, everything is displayed normally, but if you click on any element on it, the window is minimized (without animation, it just disappears) and poke on the window element that was under this window or even on the desktop. That is, the program image itself is there, but its layer is inactive.
You have to expand the application, collapse and expand again.
Checked and with one monitor - too most.
