How to solve the problem of Cyrillic characters in the macOS => Windows archive?

Faced a problem.
An archive made in MacOS with Cyrillic file names in Windows is unpacked with krakozyabry in the names. And vice versa, the archive made in Windows gives krakozyabry in Windows.
What archivers I just haven’t tried, both paid and free. All one.

Use 7zip (p7zip) with native 7z archive format.

The ZIP archive file must contain UTF-8 encoded filenames.
wakaba.c3.cx/s/apps/unarchiver (OS X)
will be able to suggest an encoding for unpacking if it cannot determine it itself.
