In Windows 10, I encountered a problem with accessing a PC over a LAN network using the "C$" admin key, for example \\192.168.0.1\C$\ after entering a login and password, no login occurs (Access denied).
The policy at address is enabled: "Local Security Policy->Local Policies->Security Options->Network Access...->Normal - Local Users Authenticate themselves".

If the PC is not in a domain, then network UAC is enabled by default.
In the registry, you must specify:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System]
"LocalAccountTokenFilterPolicy"=dword:00000001
In this case, local UAC is not affected
