How to solve the error "The group or resource is not in the right state to perform the requested operation."?

I want to make a Wi-Fi access point from my laptop, but when I try to run the command:
netsh wlan start hostednetwork,
I get: The hosted network could not be started.
The group or resource is not in the correct state to perform the requested operation.
PS
First, I executed the command:
netsh wlan set hostednetwork mode=allow ssid="help-wifi.com" key="11111111" keyUsage=persistent
To which the answer was:
Hosted network mode is allowed in the wireless network service.
Hosted network SSID changed successfully.
The hosted network user key passphrase was successfully changed.
