How to solve the cookie problem with Google Tag Manager?

Connected to the site GTM and Google Analytics of the customer. On LAN I looked everything connected and working ok. But when working on production, a pop-up appeared that tells about the use of cookies (they are needed for gtm to work), but when you try to close it, an error is displayed in the console

cookie consent cannot be hidden, as it is not shown as of yet
and analytics is not included. Another important thing is that the site is located on a subdomain of the main site, and on the main site the same popup works ok. Another important thing: if you turn off the cache in the dev tools, then it works ok on the subdomain.
The popup script itself comes with gtm.js which I connected, there is no access to it.

GTM has nothing to do with it. It does not add any pop-ups. Show the popup and its code that comes from gtm. Or better yet, a link to a website.
