How to solve problem when installing libcurl4-openssl-dev?

I'm trying to install git-lab following these instructions. One of the steps suggests installing libcurl4-openssl-dev, but the installation attempt fails with the following message:

Some packages cannot be installed. Perhaps you are asking for the impossible,
or you are using an unstable version of the distribution where the
