How to solve hybrid graphics issue in Ubuntu 14.04?

Given: Acer TimeLineX 3820T-373G32iks laptop with two graphics cards.

$ lspci | grep VGA
00:02.0 VGA compatible controller: Intel Corporation Core Processor Integrated Graphics Controller (rev 18)
02:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] Park [Mobility Radeon HD 5430/5450/5470]

Actions:
I check the performance of video cards:
# cat /sys/kernel/debug/vgaswitcheroo/switch
0:IGD:+:Pwr:0000:00:02.0
1:DIS: :DynPwr:0000:02:00.0
2:DIS-Audio: :Pwr:0000:02:00.1

I tried to turn off the discrete video card with the command:
# echo ON > /sys/kernel/debug/vgaswitcheroo/switch
This action did not lead to any result.
The system determines that I have the same display connected twice:

To prevent the cursor from blinking, I turned off an unused display.
And after this action, the command gave the result:
# cat /sys/kernel/debug/vgaswitcheroo/switch
0:IGD:+:Pwr:0000:00:02.0
1:DIS: :DynOff:0000:02:00.0
2:DIS-Audio: :Off:0000:02:00.1

But there was a problem, now I can’t run any programs, I can’t turn on the second display - the screen just goes blank.
I checked: regardless of whether I leave the discrete video card on or not, the display goes blank if I go to the system settings or run an application that uses the video card, after rebooting everything is OK, until I start the application that uses the video card to its fullest, Or I will not go into the system settings.
Do not offer proprietary drivers - a passed stage. They just don't install or work with creepy artifacts.
Questions:
1. How to disable a discrete video card without consequences?
2. What can I do to prevent the cursor from flashing and disappearing periodically?

Did a daygrade to 13.10.
The question remains.

If you don't want proprietary drivers, then you won't get hybrid graphics.
If you still decide to try it, I recommend ppa xorg-edgers.
I can also advise ppa oibaf, there are also newer graphic components that will at least speed up graphics, and at most they can fix bugs.
I would start by adding these two repositories, and update. The new graphics subsystem should work better (it works well on my HD4600, though Nvidia hybrid graphics, and everything is a little different here).
UPD: Do you want to turn it off? What for? The discrete card is already off by default. If not, there should be an option in the BIOS for this, but rather two cards work through one output and discrete is disabled by default.
