Why does the frequency of the video card in the laptop not rise?

I wanted to play Witcher 2 on my ultrabook here, but I ran into the following problem: the video card (mx150) has two states during the game.
1) It operates at frequencies of 800-900 MHz (937 - drain), while it heats up to 60c and the cooling system is very quiet. At the same time, there is a lack of performance.
2) The video card is boosted up to 1200-1300 MHz, the cooling system works at full capacity and the card heats up to 80c (but, as far as I know, this is not critical). This option suits me much better.
But I do not understand at all what determines how the map works. I just worked at higher frequencies in the game, rebooted the laptop and in the same game it works at frequencies below stock, while absolutely nothing changes. How to make the card work at higher frequencies in the game? Power settings - maximum performance.

Is it in Windows settings? For your game, set this setting in the video card driver.
