After each code, I make a comment in Russian letters in phpStorm, but after I exit phpStorm and go back, instead of letters, they show ??? ??? URL ??. How can I solve this problem, I looked everywhere in the settings and googled but .....

Finally, she solved the problem, instead of Russian letters, question marks. If anyone needs it, then you need to go to phpStrom in Settings → File Encoding → File/Derectory → Default Encouding select UTF-8

Most likely you are using a non-standard font without Cyrillic support, try changing to another one.
