How to share the work of a designer?
I am a programmer and I understand how you can separate the tasks of your profile. Such tasks are formulated according to the principle of a black box, which describes: input data, the meaning of processing, output data.

If we are talking about purely visual design, then IMHO, we need a lead designer (or art director) who develops the concept and issues a brand book, design concept and or UI kit. His subordinates, respectively, develop internal pages / screens based on them.

Designers also have a set of rules by which they can describe a single style in which everything will be done. There are even highly specific terms to describe it multiple and unambiguous. Big tech companies are now diving into building their design systems. There is a guidebook with fully described fundamental principles - typography, color, how interactive elements work. There are libraries of ready-made components that you simply take and copy entirely into a new project.
Depends on the volume and profile of tasks
If the volume is small - 10 pages for one site, then it is easier to give 1 site to 1 designer.
If the volume is larger, a UI kit is made. At the stage of creating a whale, you can divide it into blocks by topic. When the kit is ready, separate pages are made.
What layout is needed is often found out during operation.
