Hello. Is it possible to put a game created in Adobe Captivate on the Internet in such a way that only certain users can be granted the rights to play it? Most importantly: without the possibility of downloading it at all.
Publishing on the Internet is not the goal. It is necessary to share the game with another person, providing an opportunity only to play it online.
By default, the game is published in the formats: HTML5, SWF, Executable (.exe) (Unfortunately, only the last option works correctly at the moment)

If the game is a separate file or a project in a folder, then you cannot share without downloading. When you let a game play on a flash, even if it is displayed only in the browser, it still downloads it as a file and saves it somewhere in its cache on the disk. And the user, if desired , can get this file.
To prevent a game from being copied, an online game must have both a client and a server part. Here the server part cannot be downloaded, you can only interact with it. But this requires a completely different game architecture.
Alternatively, if you want to show roughly the design of the game and its capabilities, then you can organize a conference with a person, or give him remote control of your screen. This can be done, for example, with the TeamViewer program (it can manage and conference). This option is not suitable only in the case of some heavy shooters with complex graphics, high FPS and high demands on the player's reaction. If your game is on a flash, then there should be no problems.
