Which engine to choose for a cross-platform 2D game?

We are developing a 2D game. Backend on .NET. First of all, let's launch it on the Web (social networks and just a browser game). In the future, we want to port to mobile phones (iOS, Android) and, possibly, desktop.
We want light builds and a simple porting process.
The games will have a lot of animations (slots), so Spine integration is a must.
What framework or engine is better to use for such a task?
Now we are looking at Cocos Creator, Haxe and Pixi.js.
Interested in the community's opinion on these options and advice on others that we have not paid attention to. Unity is not suitable: it is long and heavy on the Web.

  • IDE out of the box, integrated into the engine
  • engine-integrated documentation
  • tons of supported languages: C++, C# (Mono), GDScript (Python-like), Visual Script (Blueprint-like), Python, D, Nim

  • built-in Tilemap Editor (support for hexes and isometrics out of the box)
