How are TO "420" cartoons made?
is this frame animation? or some kind of skeleton is accepted?
What programs would you recommend to create something like this?

Yes, this is a frame-by-frame animation in TVPaint Pro.
This software is quite expensive. From the free one, I can recommend some version of Toonz. It is possible in the same flash or toon boom - the main thing is that the hands grow from the right place
