What to choose - Xamarin or Unity or C++Builder for developing a cross-platform 2D game?

Language - C++ or C# doesn't matter.
Why is $1400 C++Builder better (or better?) than free Xamarin or Unity?
Application for iOS and Android.

C++Builder is an IDE. Xamarin is a framework (sort of). Unity is an engine (framework + editor + a ton of wrapping). They are VERY different things and you can't compare them.

Well, as it were, yes, these are completely different things, it is not clear how you can choose between them.
Among the above, Unity is just right for developing a cross-platform game, including 2D, including for mobile devices and not only

It is possible to compare Unity and PhoneGap + phaser.js (or the like). The second option is definitely free and very simple.
