Just share folders and distribute access rights, at least to users, even to groups.
The presence or absence of AD does not affect this in any way.
AD simply provides a handy toolkit for centralized rights management.
And one more question from the same series, who uses Kaspersky Security Center, does it have such an opportunity (that is, share folders for certain users, provided that the network is not a domain one)?
I do not use it, but this is a tool for several other purposes than the delimitation of user rights. Therefore the answer is no.
