I would like the computer to wake up at a certain time, in case the PC was still sleeping and running several programs by the given minute.
By what means and how to do it?

Turn on no way. It is quite obvious that this can only be done in hardware, but not in software.
Wake up no problem. The standard task scheduler will help you with this.

In the BIOS, there is a setting for wake-up timers. Never used.

still there is such a thing as wake on lan. You can configure the task scheduler, for example, on the router to turn on the computer.
I don't know of other ways.
