Why can't I boot from the DVD drive?

Bought a DVD RW disc. Recorded the image of Windows.
I'm loaded - nothing. That is, I chose to boot from the drive, I boot, I see the search for cd / dvd devices and I get into the GRUB menu (that is, it boots from the HDD)
I try to boot from the drive in virtualbox - it boots.
What could be the problem?

maybe uefi or legacy boot. Try to poke one or the other in the BIOS, sometimes there are options for a "hybrid" boot

Windows doesn't have GRUB, use a different build
