One of the options for solving the problem is to rent a virtual or dedicated server from a hoster in your region/city and install some kind of media server (Wowza, Red5, MomentVideoServer) on it, set up a VPN and set up a connection with any available computer on your local network. Then it remains only to configure the receipt of video streams by the media server from your DVR.
To watch videos from mobile devices, it is best to use the Wowza media server, as it supports HLS (iOS) and RTSP-fallback (Android) to display videos directly in the browser of a mobile device. But, as far as I know, with the latest versions of Android (4.3+), the trouble is - it doesn’t want to play anything from the browser (there is a way out - to make an application).
