Interested in organizing services for storing and distributing photo / video content, like OwnCDN . Those. the user connects his site to the service, through the selected adapter (popular CMS here) transfers static (photo / video) to the service, where the content is processed and distributed over the storage system, and cached on Edge servers when requested.
I must say right away that it is possible to build a service on servers with local / external interfaces of 1-40 Gbps in one DC, and then expand the geography of presence.

CDN is basically traffic proxying. Start learning Nginx, because most often proxy / caching is done on its basis. Everything for this is there.
PS: And on the topic of the task itself, 40Gbit is a rather sad streak. The price of the S3 is really high, but you don't get the point. Amazon provides tools that allow you to scale up to very large projects with little or no admin, which immediately includes many side services that you cannot provide without infrastructure. For the big ones, you are not interesting, the small ones will use free or almost free services (or they will buy the same hetzner), and the middle ones will use Amazon or similar services. Think of the market for yourself.
