How to set up the monitor?

I bought a Viewsonic VX2453mh-LED
monitor. The recommended monitor resolution is 1920x1080. Connected via HDMI, Nvidia Geforce GTS 450 graphics card, Windows 10 x64.
When the resolution is set to 1920x1080, the screen is cut off on all edges. In the monitor settings, the image adjustment settings are inactive (read on the forums, they write this is normal if connected via HDMI). The monitor driver refuses to install, that through DriverPack, that if you download from the official site, there is an error installing the monitor driver.
Now the resolution is set to 1600x1200, the image fits completely, although the picture is blurry.

Yes, right above. Put off the video card driver. Check the wire (it happens that the Chinese ones cut off the resolution). Do an auto-tuning on the monitor.
Check in the Windows settings - that the render is 100%. This is personalization in my opinion, where the font size is).
