How to connect a video card to a Cisco IronPort S160 server through a PCI-E x16 port?

Good afternoon. I have a Cisco IronPort S160 server, with a Dell XM089 0XM089 motherboard, I'm trying to connect an ASUS AMD Radeon HD5450 video card to it via a PCI-E x16 port (please don't ask why). When the power cable is connected to the server, and the server itself is not yet turned on and there is no video card in it, the power supply cooler and color indicators work, as soon as you connect the video card, the power supply immediately stops working and the light indication disappears, what can be done in this situations to earn a server with a video card?

You want weird. But I'll try to assume that there is not enough power on the video.

I thought so too, but when I inserted an expansion board that did not need power, the same thing happened.

there is an opinion that this mother does not support ptsie-16. x4 or, at best, x8. try a very old card, like 2006-2007.
By the way, what slots are there on the pci riser in your case? there is a photo?
