You most likely need to look in terms of users and not sessions.
Add a segment to Google Analytics. Call it "Tourists". Go to the conditions,
Cart - contains - /checkout
- and -
Transactions - per user = 0
Instead of transactions, you can specify the achievement of the goal "Place an order".
