My IMHO is no.
And not because the links do not work, they are still a ranking factor (more noticeable in google than in Yandex), but I practically don’t buy links anymore for the following reasons:

1. there are a lot of ranking factors, and the role of links has noticeably decreased. If earlier it was almost No. 1 which is an important parameter for SEO, now other factors are in the first place. And I really do not see a significant return on purchased links. Like I was on page 10 - I bought links - I became TOP1, I don’t see this.
   
2. directories, forums, profiles, etc. already everything, almost does not give returns.
   
3. there are so many garbage sites that digging into them takes a lot of time. 4. prices for quality links have risen, if earlier it was possible to buy eternal links for 200-300 rubles from non-spam sites, now I can only find slag cheaper than 800-1000 rubles, even on well-known exchanges, such as GGL and Miralinks, the rating of link exchanges is here - https: //moytop.com/prodvizhenie-sajtov/rejting-bir... , so the big question arises - whether to throw tens and hundreds of thousands into links, or invest them in the development of the site, advertising, social networks, etc. Because now you have to invest more in links.
   

Therefore, I would say that the purchase of links in terms of "time and money spent / to the return received" no longer drives, and IMHO it makes sense to do it only if you can’t get the site to the top in any other way. Well, as they wrote correctly: very carefully and slowly.
