Yes, it's possible. you will need a sip<-≥gsm gateway, such as GoIP or similar. Also, some USB gsm modems can also act as gateways, but it is still preferable to use a separate device

Several options:
1) As already mentioned above - GSM-gateway, USB-modem with voice function;
2) Activation of SIP on a cellular number (for corporate clients) through a cloud PBX of a mobile operator. For example, Beeline, when connecting some tariffs with a package of minutes ("Bright Business", possibly other tariffs), a license for a cloud PBX is already included in the tariff.
3) For Megafon, there is the "Multifon" service, but here the cost of outgoing calls is calculated not according to the SIM card tariff, but according to the "multifon" tariffs.
Options 2 and 3 do not require the purchase of gateways, modems.
We use all three options in our projects, often on the same PBX.
