Problem with elastix?

Hello.
elastix (centos) server. The call center successfully worked on it. One "beautiful" day "8" stopped working.
Made a reboot. Successfully loads up to the command line prompt "date ~", then pressing "ctrl + d" further loads. Asterisk does not rise, permanent Automatically restarting asterisk, asterisk ended with exit status 1, asterisk died with code 1. date: +%: invalid option.
After I can log in to the system. A few nuances are confusing:
1) there are two date functions in /bin/: date (asterisk) 782kb and date1, 50 kb. Date from asterisk doesn't return anything. date1 successfully returns the current date and time.
2) Ping goes to the server, but httpd does not rise (couldn't reliable determine fqdn), I tried to set timezone "Europe / Moscow" in php.ini, but to no avail.
Nothing changed on the server, until the ill-fated day everything worked successfully.
Tried ntpdate, tzdata update, did not help. Obviously something with the transition to winter time, but I can not understand what. Deep Google didn't help... Any thoughts?

More like the server was hacked.
And by the way, we changed /bin/date

Even with the +% parameter, the output format is set: programs most often ask for date +% s (output in UNIX time format, in one integer).
In my opinion, you need to check if date is broken (and if date1 is real).
In theory. php already uses system calls (and not the date program), but who knows ...
In general, in my opinion, either the kernel system call is broken, or just date.
