How to set up SFTP correctly for a specific user?

Good afternoon!

I just installed the system, I'm trying to figure out how to do this thing:
I'm trying to create a user so that when he connects to SFTP, only his folder is available
- For example: / home / user / -> And in it he can do anything, but delete his folder can not.
- There was no access to view other folders except my own, and the lack of rights to other folders (View, read, write)

So I tried millions of times to create users from different MILLIONS of guides and something like that doesn’t want to work at all.

Here is one of the examples that did not work for me. There I tried what was in the "Resolution of the Question"

Maybe I need to install some package? In total, I’m trying to do painfully for the third day on the guides.

Often such an error occurs from filezilla : FATAL ERROR: Network error: Software caused connection abort

System: Ubuntu 16

I saw a lot of places when they give access to FTP / SFTP and you can be exactly where you are allowed ... Here is the same thing .. .
