There is network1 and network2. Network 2 without ext. ip. It is necessary that the resource in network2 be constantly available for network1.
the scheme is something like this:

network1 192.168.5.0/24
network2 192.168.3.0/24

Raise the tunnel, set up static routes on both Mikrotiks to the networks opposite them, where the gateway will be, again, the opposite side in the tunnel.
