PS. If this is not possible in direct, is it possible in adwords?

There is no direct such possibility in the systems. But you can use brands and domain names of competitors as keywords. Then, with behavioral targeting, the display to users will be carried out with an eye to the fact that they entered the brands of competitors in the search (that is, most likely, they visited their site), and with contextual targeting, it can be shown on the pages of competitors (if they place ads on their site) or on sites where competitors are mentioned, which is also, as it were, close to the audience visiting competitors' sites.
In Google Adwords there is another interesting possibility of placing in GMail. With this placement, you can again use the domains and brands of competitors, then users will see ads if they receive letters from your competitors. Which, in some way, may also indicate their visits to such sites.
