An advertisement is shown for a domain name purchased but not registered in dns
There is a purchased domain name, there are no records in the DNS (the name was purchased for a project that starts in a month), but! when you go to www.example.com (example.com is a purchased domain), an advertisement of a third-party service/product (in particular, parallels) is shown - are these registrar jokes? now the corresponding entries in the DNS have been made, the project website has begun to open, I would like to understand who is to blame and “reproach” the culprit (the goal is not to raise money, but to figure it out and stop such use of already acquired domain names - an extremely unpleasant situation can happen when the site is announced)

This is what most registrars do. You need to read the fine print carefully.
Don't freak out. Your registrar parked your domain on their DNS. Parking is either disabled, or its presence is prescribed in the rules of your registrar. Until you have your own rules for routing requests, his parking site will respond.
Run your project and forget about this misunderstanding.
