How to set up RDP licensing remotely?

There is WinServer2008r2 and you can't access it. When you try to connect, it says

Is there a way to set up a license server?
PS: there is no physical access to the server

Log in with the administrator console
mstsc /consoleor mstsc /admin, depending on the version of the client.
