What can affect the quality of RDP on a local network?

Greetings, Comrades!
I noticed such a moment that when connecting via RDP to the 2016 server, only 3 out of 4 divisions are shown in the state, and the quality is written "good".

While on a neighboring server 2012R2, all 4 divisions and the quality is "Excellent". Servers in one Vlan, on one switch, neighboring ports, pings are even, the network is not loaded, connection from the same PC. There are two more servers on the network for 2016 and the same thing is there, the quality is not complete. Nobody faced a similar problem?

@Franciz

In general, if someone is bothered by such a situation as mine, it is solved as follows:
- In the RDP properties, remove the auto-selection of the network and force "local network 10Mbps and above"
- Permanently in the GP in the Templates - Components - Remote Tables - Session Host - Connections . Turn on the "Select how the network is detected on the server" parameter and select the "Disable "Detection during continuous network operation" item in it.

Win 7 does not support all the new features of the new RDP (RDS?) in Win 2016.
It's just that MS uses a bit of confusing terms.
